Ethereum Foundation Allocates $32.65M to Boost Layer 2 Tech, ZKPs, and Global Education

Allocating $ 32,647,065.32 in grants to important projects in Q1 2025, the Ethereum Foundation (EF) has greatly increased its dedication to blockchain research. Aimed at strengthening Layer 2 scalability, zero-knowledge proofs (ZKPs), and education, this funding signals a major drive to confirm Ethereum’s long-term ecosystem growth and technical robustness.

Ethereum’s $32.65M Push: A Worldwide Plan for Scalable Innovation

Ethereum’s latest round of grants, distributed through the Ecosystem Support Program (EFESP), demonstrates a clear pivot toward scalability and inclusivity. While the Foundation has not disclosed individual grant amounts, it outlined the distribution across seven key domains.

The largest portion of the funding—targeting 37 initiatives—was dedicated to Community and Education. Events include ETHPrague, ETHiopia (the first Ethereum event in Ethiopia), and regional developer bootcamps are supported by this calculated funding. Projects like the Arabic Blockchain Developer Bootcamp are generating localized material and planning meetups to involve developers in underprivileged areas.

This underlines Ethereum’s larger aim: fostering a worldwide decentralized community ready to help shape the future of the protocol.

Second-Highest Priority: Zero-Knowledge Proofs

Advanced Cryptography Meets Real-World Implementation

ZKPs and cryptographic research claimed the second-largest portion of the funding, with 16 projects selected. Ethereum’s emphasis here is clear: Zero-knowledge proofs are critical for scaling without compromising privacy or security.

Supported projects are exploring post-quantum cryptography, building general-purpose ZK tooling, and enhancing SNARK/STARK efficiency. Scaling Ethereum’s Layer 2s and building trustless applications with less data loss depend on these technologies.

Already, ZK-focused initiatives have demonstrated promise throughout the ecosystem, especially in rollups such zkSync, Polygon zkEVM, and Scroll. The Ethereum Foundation is future-proofing the network by increasing ZKP research, therefore supporting it in expectation of growing user demand.

Strengthening the Core: Consensus and Execution Layer Enhancements

Beyond education and ZKPs, EF is funding seven initiatives aimed at Ethereum’s Consensus Layer. These include improving validator performance, enhancing rollup compatibility, and optimizing network efficiency. One beneficiary is Andrew Lewis-Pye, a renowned mathematician working on consensus security improvements.

In the Execution Layer, five projects received grants to refine gas mechanics and optimize client implementations. This includes exploring gas metering changes and developing alternative clients to improve node diversity—an essential part of Ethereum’s decentralization narrative.

Building for Developers: Better Tools and Experiences

The Ethereum Foundation also funded 17 projects under the Developer Experience and Tooling category. Mobile SDK development, validator toolkits, analytics systems, and multi-language library support are all included in these initiatives.

Especially for those working with Ethereum Improvement Proposals (EIPs) and staking infrastructure, groups like BuidlGuidl are developing education-oriented platforms and promoting the developer onboarding process.

Better tools guarantee that programmers can create quicker, more securely, and with more extensive language support—thereby enabling Ethereum to keep its lead in smart contract development.

Expanding Ecosystems and New Frontiers

Two initiatives were funded under the Overall Growth and Support category. These projects focus on attracting new talent and building institutional pipelines through formal fellowships and internships.

Additionally, seven niche initiatives were supported in areas like:

  • Formal verification for smart contracts
  • Onboarding institutional players to DeFi
  • Enhancing decentralization through open-source advocacy
  • Publishing regional and sector-specific blockchain analysis

These grants underscore EF’s effort to support not just code and infrastructure, but also the social and intellectual fabric of the Ethereum ecosystem.

Context: Post-Pectra Upgrade and Future Roadmap

The timing of the grant announcement is remarkable—it happened immediately after Ethereum triggered its Pectra upgrade, which combined the Prague execution layer and Electra consensus layer.  Optimizing network performance and setting the stage for next upgrades, this upgrade added 11 Ethereum Improvement Proposals (EIPs).

 At the same time, Ethereum co-founder Vitalik Buterin released a revised Layer 1 roadmap stressing blobs, user experience, and Layer 2 rollup growth. This roadmap aligns with EF’s funding strategy: advance scalability while preserving decentralization and accessibility.

By backing education, cryptography, consensus, and tooling in one cohesive funding round, the Ethereum Foundation is making it clear: Ethereum’s evolution depends on both technical progress and global participation. The next wave of developers and researchers—many now funded by EF—will play a central role in shaping Ethereum’s decentralized future.
