Sept. 29 (Crypto-News.Net) – The U.S. Commodity Futures Trading Commission has approved Coinbase Clearing LLC as a derivatives clearing organization, allowing it to clear a defined group of fully collateralized contracts. The Coinbase Clearing approval was issued Sept. 28.
The CFTC’s signed registration order permits the company to clear fully collateralized futures, options on futures and swaps. Under the regulatory definition, a fully collateralized position requires the clearinghouse to hold enough funds to cover the maximum possible loss when the contract ends or is liquidated. The order does not extend permission to positions outside its stated scope.
A clearing organization stands between trading parties to manage obligations after a trade. The CFTC’s public register lists Coinbase Clearing as registered on Sept. 28, with the same product limits stated in the order.
Scope of the Coinbase Clearing approval
In its application summary, Coinbase Clearing proposed servicing contracts traded on exchanges and swap venues that agree to its rules and risk requirements. It also proposed clearing directly for market participants and for customers of futures brokers admitted as clearing members. Those descriptions set out the applicant’s plan, not a record of trades already cleared.
The CFTC order recounts Coinbase Clearing’s representations that it would keep clearing-member funds separate from its own and monitor members’ compliance with admission standards and operating rules. The agency said it reviewed the application and conducted a technical evaluation before concluding that the firm met the registration requirements.
Registration and continuing oversight
The CFTC explains that a derivatives clearing organization provides clearing or settlement services and must register before providing those services for futures, options on futures or swaps. Its registration requirements include financial resources, risk management, protection of participant funds and reporting to the regulator. The agency also lists timely settlement, systems safeguards and procedures for handling member defaults among the standards a registered DCO must meet.
The signed order says material changes to, or omissions from, the facts supporting the approval may require a new or amended order. It also reserves the CFTC’s authority to condition, modify, suspend or restrict its terms. The order and public register do not report a first clearing transaction or a start date for live service.
